NACDEP Transition Team Conference Call

Welcome & Introductions - Walt Whitmer, Chair
Kathy Tweeten called the meeting to order and asked Walt Whitmer to introduced Al Kowitz who is the regional representative from the Western region.

Review of Minutes
Minutes were approved as provided. During the review of the minutes, it was confirmed that for the upcoming NACDEP conference, one registration for the next NACDEP conference and a two memberships would be given as door prizes this year.

Sally Maggard indicated that she had submitted a request for CSREES budget support of NACDEP. She reported that there was a request for 2005 conference and it was approved. She indicated that the request for NACDEP was for either the conference or for strategic planning. She asked the group to determine the need and she will work with the treasurer and the officers regarding getting a proposal. Additional news from CSREES is that Collein Hefferan is going to try to participate at the NACDEP conference. She and Dr. Hefferan had additional conversations regarding JCEP and strategic planning. Sally has been asked for a budget to support NACDEP strategic planning.

Hank Cothran provided a treasurer's report indicating that there were 408 members as of January 13. He also reported that there are no procedures in place for paying bills, authorizing expenditures, etc. At the meeting in February, Hank will have a draft document for approving of expenditures. After much discussion regarding incorporation, needed changes in bylaws, etc., a motion to have the treasurer prepare incorporation papers and bring to the Las Vegas meeting on February 14, 2005 for NACDEP approval. Committee Reports

  • 2005 Conference Committee - John Burton and Jeri Marxman
    • John Burton/Jeri Marxmann reported that as of today there are 343 registrations. Therefore, they are preparing for about 350 at the conference. The Committee is working with Iowa State University and the North Central Regional Center regarding the contract. It was reported that the program would be sent to press next Friday. We will have a spot in the conference materials for NACDEP (agenda for Thursday afternoon's business meeting). Committee Chairs should have a report in the packet, and Julie Stewart requested that all reports be sent no later than Tuesday, January 18.
    • Walt Whitmer will get a draft Business Meeting agenda to Julie to include in the packet. Conference Committee will meet on Monday afternoon at 3:00 p.m.

  • Database Committee - Julie Stewart

    Julie Stewart reported that the Committee continues to try to clean up the entire list. A meeting of representatives from each of the 4 regional rural development centers will be held in Las Vegas to further refine the database.

  • Marketing and Outreach Committee - Rod Howe

    Tweeten indicated that Rod Howe was not able to be on the call. However, he provided a written report and requested that NACDEP endorse the document he recently sent to the NACDEP officers and transition team. All were asked to review the document and get back to Rod as soon as possible. Kathy also reported that Rod is working on the NACDEP display as well as a request form for the display--staying very close to the brochure design.

  • Membership Committee - John Amrhein and Jeri Marxman

    Nothing new to report.

  • Nominating Committee - Greg Taylor

    Nothing new to report.

Old Business

  • Steve Daniels provided a draft evaluation through email to all officers and transition team members. The evaluation was discussed and Walt agreed to follow-up with Steve regarding the evaluation. It was suggested that the survey be sent out before the conference to facilitate tabulation. It was decided that it would be appropriate to have tabulated results available at the business meeting. Whitmer also agreed to prepare a draft listserv policy.
  • Six individuals from CSREES were invited to the NACDEP conference. Tweeten reported that she had heard back from Maurice, Dan and Sherry (they are unable to attend.) Maurice is still a little up in the air.
  • Sharon Day from JCEP will be able to participate at some point during the meeting. The group will need to prepare the petition. Walt Whitmer has agreed to prepare the request to JCEP.

New Business

  • Tweeten reported on the RRDCs involvement with NACDEP, and indicated that she had visited with Emily Shaw and Julie Stewart and both have agreed to continue to provide technical support and assistance to the Association.
  • Standing Committees. Kathy requested the Board approve the following Standing Committees: Nomination, Conference, Marketing/Outreach, Membership, Awards, Conference, Conference Site Selection, Audit and Resolution/Policy. After discussion, the group agreed to have the Conference and the Conference Site Selection Committees combined. It was also recommended that criteria for site selection be prepared and made during the NACDEP Board meeting in February. (Motion Approved: Cothran/Whitmer).
  • Kathy encouraged all transition team members who could come early, should participate in the Board Meeting. More details for specific times will be included in the next conference call.
  • Tweeten announced the following appointments to the approved Committees:
    Conference-Cindy Bigger (chair), Jeri Marxman and John Burton (advisors)
    Marketing/Outreach-Rod Howe/Ernie Hughes
    Awards-Chris Sieverdes
    Membership-John Amrhein
    Audit-Al Kowitz

  • A discussion regarding recruiting committee members to serve on the approved committees resulted in a recommendation that each regional representative recruit within their own region by corresponding and requesting volunteers. It was agreed that Walt Whitmer would write a letter to all NACDEP members announcing officers and providing preliminary information. After Walt's letter a letter from each regional representative would be sent to membership soliciting volunteers.
