Over the past several years, the University of Arkansas Cooperative Extension Service has been asked on an ad hoc basis to develop educational materials for citizens regarding various issues appearing on state and local ballots. In 2004, Extension's Policy and Issues Education Center formalized a process for developing and implementing ballot issues education programs targeted toward citizens of Arkansas. This process has been successfully utilized in two statewide elections. It has also been replicated at a local level by county agents to educate voters on local ballot issues. The objectives of this presentation are to: (1) share the approach and process developed as part of this initiative, (2) provide examples of resources developed and how they were used in educational programs, (3) describe how this program has allowed Arkansas Extension to expand beyond its traditional audiences, and (4) discuss improvements to be incorporated into future programs.
