County Commissioner Training: From the Outside Looking In

Most often elected county officials hear good things about Extension. They hear of the positive aspects of the youth programs. They hear about contributions to family development, financial management and consumer choices. Commissioners hear from farm producers about how Extension contributes to production, environmental and natural resources concerns. But, only in a few instances do they have direct programs dedicated to issues they face upon being elected as a county commissioner.

Participation in County Commissioner training is essential for Extension. Why? In many states, county governments provide major funding for Extension education. For example, in Florida, county governments are the primary source of operating funding for Extension providing over $30 million (44%) compared to the state's $27.7 million (40.8%). If the value of county based office space and information technology functions were included in funding levels the percentage allocated to Extension by county government officials would even be greater.

Florida has a voluntary County Commissioner Certification (CCC) program managed by the Florida Association of Counties. Learn how Extension became involved in that process when they were on the "outside looking in." Learn what educational topics are in demand, where Extension is providing leadership and how Extension is now one of the first organizations newly elected county commissioners are introduced to. Learn how pre-2000 no training program existed for local government in Florida Extension and how by 2004 over 500 county commissioners have earned certification or continuing education credits.
