This program is designed to offer participants a timely, high quality product that can serve as a valuable resource in helping communities plan for, and recover from, major disasters. The key strength of the "Triumph Over Tragedy" curriculum is that it provides Extension educators, local leaders, and others with a framework for undertaking community-based disaster planning and response. The manual is divided into six major sections: (1) Introduction; (2) Background on Disasters; (3) Helping Communities Prepare; (4) Helping Communities in the Immediate Wake of a Disaster; (5) Helping Individual Community Members; and (6) Long-Term Recovery. In particular, the curriculum focuses on individual and communitywide stress and other public reactions after disaster, terrorism, and bioterrorism. Furthermore, it covers issues specific to behaviorial health and community response to bioterrorism. All materials are grounded in the most recent research on the prevention and treatment of stress reactions after critical events. These educational resources, which have been tested and applied in communities that have experienced major disasters, are available in hard copy, CD, and DVD formats to support the outreach education efforts of Extension personnel.
